it probably wouldn't be too dificult to use the information for mass survailence or whatever. But I don't really think the govt has the resources or intention to go after IOPs. In the recent healthcare debate both Ted Cruz and Bernie Sanders, the far right and far left, agreed that americans pay way too much for prescriptions and should be able to purchase them from overseas.
